Developing policies, legislation and regulation in fields of science, technology and innovation (STI) to:

• Promote, organize and develop STI events and outreach programs
• Carry out studies and analyze current trends and future needs of science and technology
• Prepare and disseminate annual report on the status of STI
• Enhance regional and international collaboration on areas of STI
• Regulate research activities in Rwanda
• Provide policy recommendations on science, technology, research and innovation
• Collaborate with other NCST’s Departments/Units and other senior staff on addressing emerging institutional matters and advancement of NCST
