Overview

The law n° 40/2017 of 16/08/2017 establishing the National Council for Science and Technology (NCST) and determining its mission, organization and functioning; assign it with among others, ‘To advise the Government on policies, legislation and regulation in the fields of science, technology, research and innovation and monitor the implementation of such policies and legislation’. To achieve its Mandate several policy and programs have been implemented. For example, in June 2020, a national research coordination committee was established to ensure joint quarterly planning, implementation and monitoring of R&D output, and to facilitate national institutions to advance national scientific research capabilities so that Rwanda emerges as a global research hub on the African continent.

Mission

The Mission of NCST is to enable Rwanda to become a country based on science, technology and innovation as tools for promoting social welfare and sustainable socio economic development of the country and competitiveness on the market

Vision

Strive to contribute to Rwanda's transformation into a country where the potential of Science Technology and Innovation is fully harnessedand integrated to enhance people's wellbeing, sustainable national economic growth, entrepreneurship and competitiveness

Responsibilities

  1. To advise the Government on policies, legislation and regulation in the fields of science, technology, research and innovation and monitor the implementation of such  policies and legislation;
  2. To advise the Government on setting national priorities in the fields of science, innovation, technology, research and development as well  as modalities for financing such activities;
  3. To identify and promote new sectors of activities that require special means and measures for innovation through technology and research essential for the country;
  4. To carry out an analysis of the nature and efficient use of national resources and infrastructures in order to support science and technology as well as their innovative use in a sustainable manner;
  5. To regulate science, technology innovation  and research;
  6. To mobilize funds and manage the National Research and Innovation Fund;
  7. To promote science and technology community  outreach activities;
  8. To prepare and disseminate  annual report on the status of science and technology;
  9. to cooperate and collaborate with other advanced regional  and international institutions of excellence with similar mission.

Dr. Eugene MUTIMURA

Executive Secretary

BIOGRAPHY

Dr. Eugene Mutimura is a Rwandan scientist and researcher. He is currently the Executive Secretary of Rwanda's National Council for Science and Technology (NCST). Prior to this appointment, Dr. Mutimura served as the Minister of Education of the Republic of Rwanda.   Prior to his appointment as Minister of Education, he coordinated 24 Eastern & Southern African Centers of Excellence (ACEs) programs, project funded by the World Bank in eight countries, to support research and education in sixteen universities. He also Coordinated  NIH IeDEA funded U54 Grant (Rwanda, Burundi, Cameroon). He is  a recipient of the Fulbright Scholarship. He obtained his doctoral degree from the University of Witwatersrand, Johannesburg in 2007 and previously worked at the Regional Alliance for Sustainable Development.

Dr. Esperance MUNGANYINKA

Head of National Research Innovation Fund Department

BIOGRAPHY

Dr. Esperance Munganyinka is a head of the Department of National Research and Innovation Fund (NRIF) at National Council for Science and Technology (NCST)-Rwanda. Before joining NCST in 2020, she has served as a research scientist over 12 years in Rwanda Agriculture and Animal Resources Development Board conducting research, training, and outreach studies in the areas of Biological and Agricultural sciences. Her research has led to the publication of ten (10) refereed journal papers. She won various competitive research grants and coordinated several research projects through which she was given the opportunity to develop valuable project management skills, leadership skills and mentoring skills. Dr. Esperance is motivated to provide her contribution in management and coordination of NRIF to ensure achievement of goals of improved national research performance and productivity towards socio-economic transformation.

Dr. SIBOMANA Louis

Head of Science & Technology Development and Outreach Department

BIOGRAPHY:

Dr. Louis Sibomana is the Head of the Science, Technology Development and Outreach (STDO) Department, and holds A PhD degree in Telecommunication systems. Before joining NCST, he was a Senior Lecturer at the School of Engineering, College of Science and Technology, University of Rwanda, and served as head of Electrical and Electronics Engineering Department. Louis is a researcher with interests in performance analysis of wireless communication systems, radio access technologies, security in wireless commutations, and ICT applications such as e-Government and e-Health, and emerging technologies such as Internet of Things and artificial intelligence. In this regards, he is involved in different research projects and has published several research papers both in high level international conferences and peer reviewed journal articles.  In these roles, Louis has gained a broad background and experience in telecommunications and ICT applications as well as valuable experience in research, leadership and training.
